Dutch Government PKI
The Dutch Government PKI (PKIoverheid) is the name for the Public Key
Infrastructure designed for trustworthy electronic communication within
and with the Dutch government. To reach the latter goal a national PKI
certificate hierarchy has been realized. This national PKI hierarchy
consists of 1 root CA and 3 domain CA; each having several Certification
Service Providers (CSPs) underneath. The CSPs (commercial and governmental
organizations) issue several types of certificates (e.g. authentication,
encryption, non-repudiation, service (e.g. SSL)) to end-users. End-users
can be governmental or commercial organizations and civilians. The PKIoverheid
does not issue certificates directly to end-users, the PKIoverheid only
issues certificates to CSPs. Before being allowed as a CSP in the national
PKI hierarchy the CSP needs to prove that it complies with ETSI TS 101
456 (standard for qualified certificates) and additional governmental
PKI requirements. The Dutch Ministry of Interior and Kingdom Relations
is the owner of PKIoverheid.
